Required Education and Experience:

Who May Apply: U.S. citizens who have completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. Veterans unable to apply within two years of receiving their degree, due to military service obligation, have up to six years after degree completion to apply.


You qualify at the GS-09 level if you possess one of the following:

One year of specialized experience at the GS-7 level or equivalent performing duties such as evaluating applicants documents to determine eligibility and/or qualifications; analyzing hiring trends; consulting with management regarding non-competitive hiring authorities; developing rating factors or crediting plans for a variety of positions; and researching, interpreting and apply a variety of human resources regulations; OR

A Master's degree or 2 full years of graduate education or a J.D. or L.L.B, if related; OR

Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements for the GS-09 grade level. The total percentages must equal at least 100 percent to qualify an applicant for the GS-09.

One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
