Accompanying it in the paper is a contrary view by Robbins Gates, former Chairman of the Political Science Dept. at Mary Baldwin College, and the man who recruited Prof. Bowen in 1983. The next day, Congress voted to authorize the military action known as the Persian Gulf War.
